The Village of Lomira Police Department had previously been under the direction of Sheriff Dale Schmidt since September 23, 2022, during the transition, which allowed the sheriff to analyze the law enforcement needs of the village. It is important to understand that the Lomira Police Department has never been a full-time law enforcement agency, and the Dodge County Sheriff’s Office has always been responsible for law enforcement services within the village when the police department was not on duty. The Dodge County Sheriff’s Office provides 24/7 law enforcement coverage to the Village of Lomira, with three full-time deputies assigned to work in the village on a full-time basis. Sergeant Donald Counard has been assigned to lead the law enforcement efforts within the Village of Lomira and will oversee the deputies assigned. Sergeant Counard has already made rounds through the village introducing himself to many of the business owners to establish excellent police-community relations with those business owners. Sergeant Counard is a 28-year law enforcement veteran who has excelled in the area of community policing. He has worked in small communities before coming to the sheriff’s office and has done wonderful things with the sheriff’s office's Fatal Vision Program and Once Chance Program. Sergeant Counard was also a criminal investigations detective and had found a niche in investigating welfare fraud cases. Deputy Jay Thielmann is assigned to take over the SRO duties. Deputy Thielmann is very excited about his future role in Lomira. He, too, is another “Officer Friendly” who will fill the role of SRO well and is described by his supervisors as very intelligent and thoughtful in how he conducts his work. Deputy Thielmann was formerly a probation and parole officer and is currently a patrol deputy working third shift. A simplified explanation of the wastewater treatment process... Bathroom wastewater: toilet, sink, shower/bathtub other household wastewater: kitchen sink, garage sink, etc. Wastewater flows to a pipe below your home and flows to a larger pipe that then carries the waste to the wastewater treatment plant At the wastewater treatment plant, the waste is processed/filtered through the following steps: STEP 1 SCREEN First, waste arrives at the treatment plant to filter through a screen. The screen traps large, non-organic debris that cannot be processed. Examples include baby wipes, "flushable" wipes (that should NOT be flushed), toys, pencils, anything that shouldn't go down the drain/toilet. STEP 2 SCREEN WASTE Next, any non-organic materials that the screen traps is then removed and dropped in a dumpster for the landfill. This is an image of part of a screen that broke due to non-organic material. STEP 3 GRIT CLASSIFIER Next, the waste travels through the grit classifier, which is a smaller screen that traps any sand-like material from flowing further through the treatment plant. Material trapped by this screen is also dropped into a dumpster for the landfill. STEP 4 AERATION BASIN Next, the waste collects in these basins for further treatment. Micro-organisms "eat" the undesired bacteria. Chemicals (such as chlorine) are also used to treat phosphorus. STEP 5 CLARIFIER Lastly, the waste enters the clarifier, which separates particles for cleaner water. Particles will either sink to the bottom or float to the top, which is then sifted out. It is located on Pleasant Hill Ave. The park offers a three-acre fishing pond, a sand-bottom swimming area (seasonal), new bathhouse, picnic shelter, tables and a playground. The park is also used by organizations for community events and fund-raisers such as the Lomira Lions Chicken Barbeque and White Elephant Sale, Lomira Fire Departments Street Dance and Raffle, and Lomira Area Chamber of Commerce Appreciation Days. The pavilion is also available for private parties and reunions. Swimming lessons are also available during the summer, sign-up for lessons is held in May, so please watch the local paper and community notices for dates and times. 2043 Comprehensive Plan ZONING MAP History of the Village Lomira was first settled by the Indians in 1840. White settlers, mostly from New York and various European countries, followed in 1843. In the early years, stagecoaches provided transportation to Lomira on the historic Yellowstone Road, now Highway 175. In 1871, a railroad built just east of the original village brought more growth. When the Village of Lomira was incorporated in 1899, it covered 530 acres and had a population of 433. At this time, Lomira consisted of a hotel, brewery, cigar factory, general store, drugstore, fish hatchery, furniture factory, shoe factory, blacksmith shop, campground, and hat shop. Unfortunately, most of these businesses ceased operations during the Great Depression. As part of Wisconsin's dairy land, Lomira's economy has always been strongly linked to agricultural industries. The area has an abundance of surface waters, numerous wildlife refuges and preserves, and excellent hunting and fishing. The early history of the Village of Lomira is closely interwoven with the town in which it is located, Lomira (town), Wisconsin Town of Lomira. The settlement of Lomira likely began with the migration of Indians. History stories suggest that the son of Black Hawk (chief) Chief Blackhawk camped in this vicinity, probably about 1840, while blazing a trail from Milwaukee, Wisconsin Milwaukee, 60 miles south, to Green Bay, Wisconsin Green Bay, 120 miles north. Stories told through the generations report that in the earlier days of Indian settlement, the village was called Springfield. Possibly this name derived from the existence of a natural spring in the midst of lucious farmland. There first record of a settlement is in 1849 at which time the name of Lomira was adopted. The first United States Postal ServicePost Office was established on 11 May 1849. Oral stories passed down offer two accounts for selecting the name of Lomira for this settlement. One story suggests that the name originates from the low land area around the village. Combining "Lo" with the mire and mud of the area created the name Lomira. The second story relates that an early family named Schoonover had a daughter named Elmira who was well known in the settlement. The spelling of Elmira's name influenced the settled upon village name of Lomira. Possibly, the name evolved due to aspects of both stories. A petition for incorporation of the Village of Lomira was made to the circuit court of Dodge County, Wisconsin Dodge County on 24 March 1899. The petition described the designated territory of population "433 residents" as "containing a large number of stores, saloons, residences, elevators, hotels, blacksmith shops, cheese factory, planning mill and other places of business, and that the same is a railroad station." Copies of the petition were posted in the saloon of F. Kauper, the saloon of Peter Greiten, and in the store and office of Peter Wolf, "all of which said places are public places." Petitioners presented the incorporation order at a special term of the circuit court held in the city of Waukesha, WisconsinWaukesha, Wisconsin on 9 May 1899. Lomira Pool After much consideration, the Village of Lomira has made the difficult decision to close open swim at the Lomira Pool for the remainder of the season due to inadequate staffing levels. This decision was not made lightly. We explored several alternative options in an effort to keep the pool open, but unfortunately, we were unable to secure the staffing necessary to operate safely and effectively. We understand this news will be disappointing to many residents and visitors, and we sincerely appreciate your understanding and support. Refunds will be issued to individuals and families who purchased season passes. Fortunately, we will have adequate staffing for the swim lesson sessions scheduled for the mornings of July 13-23 and they will continue as planned. Answer: Grass clippings and miscellaneous yard waste such as flowers, leaves and plant trimmings can be brought to the Village dump site located at 100 Pleasant Hill Avenue. The dump site is open for Village residents 24 hours a day, 7 days a week. Grass clippings and miscellaneous yard waste should not be placed on the terrace and will not be picked up. Brush can be placed on the terrace. Brush (sticks and branches) which is large enough to chip (generally at least ½” in diameter, yet no more than 4” in diameter and at least three feet long) may be piled loose on the terrace or in a 5-gallon bucket and should be placed with cut ends all pointing in the same direction as the traffic travels in the lane closest to your property. Branches should not be more than 10’ long. All yokes and wyes more than 1 ½” in size must be cut through. Small brush of ½” diameter or less should be put in a solid container. Brush placed in bags or cardboard boxes will not be picked up. If a tree trimming service is hired for maintenance at your residence, that business is required to dispose of the tree brush. Public Works will limit brush chipping to one hour per residence per week so as to better serve the community. Please do not place brush on the curb more than 24 hours prior to collection. Answer: Refuse/Recycling Program for Single Family, Duplex and Mobile Home Residences Garbage and recycling services for single family homes, duplexes and mobile homes are provided by Waste Management. Any bulky item that does not fit into the carts can be disposed of by contacting Waste Management at 1-888-960-0008. Provide Waste Management with your name, address and the item(s) to be picked up. They will bill you over the phone. Bulky items pick up is scheduled for the first Wednesday of each month. Waste Management will only pick up the bulky items if you have called them to schedule the pick-up. Apartments and businesses need to contract their own garbage and recycling services and bulky item pick up. All residents may utilize the bulk waste drop off day held in May. Licenses are valid for the calendar year (January 1 to December 31). Licenses must be obtained BEFORE APRIL 1 to avoid a penalty. Owners must show proof of rabies vaccination from their veterinarian to obtain a dog/cat license. A proof of rabies vaccination includes the rabies serial number, date the vaccination was given and date the vaccination expires. Dog and cat license fees are as follows: Dogs/cats spayed/neutered $10.00 each, dogs/cats un-spayed/un-neutered $15.00 each. All dogs and cats need to be licensed.
