South Avenue Reconstruction Project 2026

Please be advised that scheduled road improvements and infrastructure upgrades will be taking place on South Avenue soon. This project is part of our ongoing commitment to maintaining safe, efficient roadways and improved infrastructure for the community.

 

Below are the key details regarding the project schedule and how it may impact your daily routine:

 

Project Overview

  • Location: South Avenue between Fourth Street and Railroad Avenue, and the northern section of Pleasant Hill Avenue

  • Scope: replace sewer and water main, curb, gutter, sidewalks, storm sewer, valves, hydrants, roadway pavement, and water tower maintenance/painting

  • Start Date: preparations begin April 20th, project commences April 27th . Typical work days will be Monday – Friday 7am to 7pm.

  • Estimated Completion: August 31st; the project will be split into two phases: Phase A from Railroad Avenue to Third Street, Phase B from Third Street to Fourth Street. Essentially, the project starts at the east end of South Avenue and works west to Fourth Street to create fewer disruptions with the school schedule

 

During construction, you should anticipate the following:

  • Traffic Delays: While we attempt to keep one lane open, please expect intermittent delays. The street will be open to residents living on the street (local traffic) but closed to “thru” traffic. Residents will be able to access their driveway at all times, unless the construction company notifies otherwise; door hangers will be placed at the property for any project adjustments

  • Utilities: Residents will continue to have sewer and water services during the project; however, there may be brief periods of time when the contractor will need to disconnect service. The contractor and the Village will notify residents of any service disruptions

  • Parking Restrictions: On-street parking will be prohibited within the work zone during active hours. Please ensure all vehicles are moved off the street by 6am to avoid delays

  •  Noise and Dust: Construction equipment will generate significant noise and some dust. We apologize for the inconvenience

  • Waste Collection: Trash and recycling pick-up schedules will remain the same. Please have your cart(s) at the curb by 7am on Wednesdays. WasteManagement (WM) will attempt to have South Avenue as its first pick-up during construction

  • Access to Property: Emergency vehicle access will be maintained at all times. If there are specific delivery needs or mobility concerns that require special accommodation, please contact the Clerk’s office as soon as possible at 920-269-4112 x2

The Village of Lomira has been awarded the

Wisconsin Department of Administration Community Development Block Grant - Public Facilities

for up to $1million for this project! 

The Village of Lomira's engineers at MSA Professional Services are administering the project plans and grant.

Timeline of Events:

April 23, 2025: The Village of Lomira Board held a public hearing about the proposed project and grant application

​

August 13, 2025: The Village of Lomira accepted the grant award

​

February 8, 2026: After the project was bid, the Village Board awarded the project contract to Kartechner Brothers LLC for the low bid of $1,593,832.44

​

April 20, 2026: contractors will begin preparing the project site for construction

​

April 27, 2026: roadway digging and milling will commence
