PAY FOR LICENSE UPDATED PET LICENSING FORM Cloud Cloud Cloud DOG LICENSING Wisconsin State Statute 174.07 requires all dogs over the age of 5 months be licensed. Village Ordinance 277 requires all dogs over the age of 5 months be licensed. All residents who have dogs in the Village of Lomira need to have their pets licensed annually. Licenses are valid for the calendar year (January 1 to December 31). Licenses must be obtained BEFORE APRIL 1 to avoid a penalty. Owners MUST SHOW PROOF OF VACCINATION AGAINST RABIES from a licensed veterinarian to obtain a dog license. Provide the Clerk with the rabies manufacturer, serial number, date the vaccinatio n was given and the expiration date. Dog license fees are as follows: Dogs - spayed/neutered $10.00 each Do gs - un-spayed/un-neutered $15.00 each. P ayments/licenses obtained after the due date will be assessed an additional $10.00 late fee per pet. A portion of the fees collec ted are submitted to Dodge County and the State of Wisconsin. The Village retains a portion. All dogs need to have a license. Please pay online, or by cash or check. Make checks payable to the Village of Lomira. Please separate this payment from your tax payment. Failure to have your dog properly licensed may result in a citation by the Dodge County Sheriff's Office, per pet, per occurrence. Village Career Opportunities We're hiring a Public Works Laborer! The Village of Lomira (pop. 2,701) is accepting resumes for the position of Public Works Laborer. This full-time position involves a wide range of tasks related to the operation and maintenance of public facilities in the Village, including streets, wastewater, water supply, and parks. Other responsibilities include snowplowing, operating and maintaining pumps, motors, and other equipment, road and utility maintenance, mowing, brush chipping, and yard waste collection. The job requires physical activity, the ability to lift up to 100lbs as needed, and passing a physical exam and drug and alcohol tests. The ideal candidate will be self-motivated, able to work in a collaborative environment, and have a positive attitude and mechanical aptitude. Backhoe operating, masonry, and heavy truck repair skills are a plus. Applicants must have a minimum Class B CDL or the ability to obtain the certificate within 1 year of employment. Maintains and cleans parks, recreational facilities, playgrounds, and equipment, natural areas, drainage ways, and storm water management areas. Ensures the proper maintenance of equipment and tools by cleaning and checking them after each use. Installs holiday decorations and flags during designated times. Perform routine maintenance tasks on all Street Department vehicles and equipment, and make sure that all Street Department vehicles and equipment are clean and properly cared for. Clean storm sewer grates and catch basins on an as-needed basis. EQUIPMENT USED A variety of motorized vehicles and equipment, including dump trucks, utility vehicles, and construction equipment; street sweepers; front-end loaders; snowplows; snow blowers; skid steers; backhoes; mowers and trimmers; common hand and power tools; brush chipper; and pumps, compressors, and generators. WORK ENVIRONMENT AND WORKING CONDITIONS works in a normal shop setting and under uncontrolled field conditions; some overtime is required, including periodic weekend work; subject to 24-hour emergency call-in; may be required to work extended periods at a time. While performing the duties of this job, the employee frequently works near moving mechanical parts and in a work environment where the noise level is moderately noisy. The Fire Department currently has a membership of 30. Anyone interested in becoming a Fireman or First Responder should contact Fire Chief. The Fire Department covers the Village of Lomira and the surrounding townships of Lomira and Ashford. Fire Department practice is held the second Monday of each month and department meetings are held the fourth Monday of each month. In August, the firemen hold the annual Pavement Party fundraiser at the Lomira Athletic Fields. The event provides funds for equipment and training for the upcoming year. Utility & Services WATER & SEWER The Lomira Utility supplies the Village with municipal sewer and water. Property owners pay for those services and usage on a quarterly basis. The WI Public Service Commission regulates the Village water. Beginning in 2019, the sewer and water bill will also include a public fire protection fee (PFP charge). If you are moving into or out of the Village and need to set up or disconnect sewer and water service, please contact the Clerk's office at 920-269-4112 x2. A simplified explanation of the wastewater treatment process... Bathroom wastewater: toilet, sink, shower/bathtub other household wastewater: kitchen sink, garage sink, etc. Wastewater flows to a pipe below your home and flows to a larger pipe that then carries the waste to the wastewater treatment plant At the wastewater treatment plant, the waste is processed/filtered through the following steps: STEP 1 SCREEN First, waste arrives at the treatment plant to filter through a screen. The screen traps large, non-organic debris that cannot be processed. Examples include baby wipes, "flushable" wipes (that should NOT be flushed), toys, pencils, anything that shouldn't go down the drain/toilet. STEP 2 SCREEN WASTE Next, any non-organic materials that the screen traps is then removed and dropped in a dumpster for the landfill. This is an image of part of a screen that broke due to non-organic material. STEP 3 GRIT CLASSIFIER Next, the waste travels through the grit classifier, which is a smaller screen that traps any sand-like material from flowing further through the treatment plant. Material trapped by this screen is also dropped into a dumpster for the landfill. STEP 4 AERATION BASIN Next, the waste collects in these basins for further treatment. Micro-organisms "eat" the undesired bacteria. Chemicals (such as chlorine) are also used to treat phosphorus. STEP 5 CLARIFIER Lastly, the waste enters the clarifier, which separates particles for cleaner water. Particles will either sink to the bottom or float to the top, which is then sifted out. The clean water discharges into the Rock River Basin just south of the treatment plant.

Lomira Water Utility Conventional Water Rate Increase New water rates will be implemented in two phases UPDATE 2/9/2024: Notice is hereby given that the Lomira Municipal Water Utility adjusted water rates will take effect March 22, 2024. The Public Service Commission of WI has authorized the Lomira Water Utility to split the 94.49% water rate increase into two phases. Phase 1 will increase by 47.15% effective March 22, 2024 . Phase 2 will increase by 47.34% effective March 24, 2025 . HISTORY: In August 2023, the Village of Lomira Water Utility filed an application with the Public Service Commission to increase water rates. After the PSC conducted their own investigation, it is proposed that a 95% water rate increase may be needed to meet the operations, debts, projects, and future planning of the water utility. The Board of the Village of Lomira has been discussing the conventional water rate increase since 2022. In January 2023, the Board approved the use of ARPA funds to conduct a conventional water rate study with the aid of Ehlers Financial Advisors. In September 2023, Ehlers attended a regularly scheduled Board meeting to present the findings of the study. On December 5th, 2023, the PSC held their hearing for public comment on the proposed water rate increase at 10am. A link to access the application documents here: http://psc.wi.gov . The Village Board also held a separate public hearing on December 13 at 6pm at the Lomira municipal complex. We understand that a 95% rate increase in the water utility is astonishing. The previous conventional water rate increase was in 2013. The average residential water usage is 12,000 gallons per quarter. With this, the average bill for water is approximately $67.79/quarter, or $22.59/month. After the proposed 95% increase, the average water bill will be approximately $139.56/quarter or $46.52/month. The average user will need to personally budget an additional $72/quarter or $24/month. The public fire protection charge will increase from $24.60/quarter to $37.92/quarter. WHAT ARE THEY? They will replace the paper poll books. Voters will digitally sign the screen. Are NOT connected to the internet. You still receive a paper ballot after checking in on the e-poll books. WHAT DO THEY DO? Check in Voters Election Day Registrations Process Absentees ARE THEY SAFE? Yes! These electronic devices are not connected to the internet, and the security risk factors for Badger Books are comparable to those using paper poll books. Badger Books do not process votes. After checking in, you will receive your paper ballot to vote and feed into the tabulator. AUTHORIZATION Badger Books are not voting equipment , and the Wisconsin Elections Commission has authority to approve electronic poll books. Per Wis. Stat. § 6.79{1m), "the system employed to maintain the list electronically is subject to the approval of the Commission." Also, per Wis. Stat. § 5.05(18), "the Commission may facilitate the creation and maintenance of electronic poll lists for purposes of s.6.79 including entering into contracts with vendors and establishing programs for development and testing." Village of Lomira’s Village Board approved the purchases with ARPA funds in 2 023.
